Thirteen years after the first film, Nascimento is the commander of (Special Police Operations Battalion). During a bloody riot at the high-security Bangu I prison, his second-in-command, Captain André Matias , executes a drug lord who was attempting to surrender. This event is witnessed by Diogo Fraga , a human rights activist who is also the new husband of Nascimento's ex-wife, Rosane. Falling Upward into Intelligence
The "Enemy Within" is no longer the drug lord in the favela, but the "System" itself—the corrupt alliance between law enforcement and the highest levels of government. As Nascimento begins to investigate these militias, his personal life suffers; his teenage son, , becomes increasingly estranged from him.
Nascimento soon realizes that his success created a vacuum. By removing drug dealers, he inadvertently paved the way for —groups of corrupt police officers led by Major Rocha —to take control of the slums. These militias extort the poor population for "protection" and use their control over these territories to buy votes for corrupt politicians, including the Governor and the Secretary of Public Safety.
